Local Community Councillor - what's the official way to make a complaint?

How does one go about making a complaint about a local Community Councillor who is repeatedly being unnecessarily aggressive, invasive and harassing while enforcing a minor local advisory ruling?

Presumably Community Councillors have a governing body/person, maybe at the local council head office?

I guess the local community clerk isn't the one to approach?

Or is it a case of getting the Ombudsman involved?

Which country are you in?

A copy of the council’s complaints policy should be available on its website or from the Clerk on request. This will give you the process for making and escalating a complaint. The Ombudsman will, in the majority of cases, only review complaints which have exhausted the council procedure.

In England I think it's usually the democratic services manager in a local authority to deal with complaints under the member code of conduct but there should be a complaints link on the council website.
