Little England Beyond Wales

Is anyone acquainted with this phrase? Does it ring true from experience?

I believe it refers to Pembrokeshire. I think it is true to a point - definitely less strong Welsh accents and less people with Welsh as a first language, but I'm noticing more Welsh in signs etc each time I visit.
