Question about WhatsApp messages

If I send a WhatsApp message, and I see two grey ticks but they don't turn blue, does that mean the message has been delivered but not read?

And if I've got that right, does it mean that person has muted me? I'm talking a few messages over a few weeks where the grey ticks have not turned blue. WhatsApp tells me the person was active on the app in the hour or two before I check

So in summary:
Am I right that message was received but not read?
Any other explanation other than being muted?

Yes. The message was received but they havent opened it. They havent read it.
They havent blocked you or it would only have one grey tick, so yes, youre being muted or ignored x

Some people have their read receipts off so the ticks won't turn blue even if they've read your message.

Didn't know this, thanks. Usually when I message this person I see two blue ticks fairly quickly, but something has changed in the last few weeks

I have two people that I regularly communicate with who have turned off read notifications. I find it slightly irritating, but it's some (modest) reassurance to know that they also can't see whether or not I have read their messages as they lose the ability to see that at their end.

The 2 grey ticks are delivered but not opened. My phone however when a Whatsapp message comes through I can read on the screen of phone without going into the app. So I could have read the message and usually do and then not answer till I am ready. It saves me going through unlocking my phone to get in and read

Your conversation has maybe been archived and they haven't seen the new messages come in.

Maybe they were in the middle of something at the time and have forgotten to reply. Happens to me when I'm doing something else and I get I message but can't reply immediately.
I wouldn't just jump straight to being upset that you're being ignored 🙄

As pp has said, they've either not read at all, or have switched off the "read" blue ticks.

I asked for some technical info about WhatsApp. You have no idea about the context so keep your 🙄 to yourself

@Lottapianos on WhatsApp you can turn read receipt and last seen off, so you'll only see grey ticks. It also means they can't see your last seen and the ticks will remain grey on their side too. Two aren't linked, so some of my contacts don't show last seen but ticks turn blue and vice Versa.

Only in group chats, you can't disable read receipts function.
