Reasonable time to play out?

What time would you say is a reasonable time for a toddler to play outside in a morning?

8:30 or 9ish?

I’ll admit I sometimes let mine out earlier to play with chalk or eat their breakfast in the morning fresh air, but if they start being noisy I bring them back in until later.

My rule with the DC is not outside before 9:30, regardless of age. We’re detached with a large garden but noise travels and even quiet children (which mine aren’t) will make noise.
