Screw and bolt stuck

I bought a manual mower. I spent 10 minutes assembling it. It was very easy to put together. There is a height adjustment on it that is managed but two knobs or screws and bolts. I twisted one side and it moved with ease. I twisted the other side but it's stuck. I spent over half and hour pulling it and tiwsiting it and I used WD40 oil. I twisted it with all my might but its still stuck. Its stuck. Its stuck. Its stuck. Its stuck.

What do I do? Do I return it? I can't lift up the height adjustment at all because its stuck.

I tried using spanners and a wrench tool. Still didn't move.

I don't know. I never got to see the screw and bolt from the height adjustment piece of the mower part cause it was already attached to the mower.

Oh my god. So I allowed the oil to sit on this fitting for a while. For over an hour. I went back to it again and I still can't pry this open. It's absolutely stuck.

That side is to be adjusted too. The two of them moves together for adjustment.

That looks like the head of a coach bolt (i.e. no screwdriver slot) and if so it probably has a square shank to stop it turning.
Are you SURE you need to turn it?

I can't see from the photo, but have you moved the other side up? If you have and the handle is in an uneven position, that will make the other nut very tight.

If you try to push it down, you may then be able to undo the nut.

If not, take it back and complain.
