Withholding work reference

My friend has been offered a new job which will involve a short period of training in the coming weeks. She requested a reference from her current employer and they have not followed through. This was almost a month ago.

Her current work is with a private company within a medial surgery, and the new job with her local council. The new employer is very patient but my friend is getting concerned. Several days ago she sent in an email to them to push the request with a small note that she is afraid it is being withheld and has heard nothing since.

Is there anything she can do? Her union? I had thought the new employer could force it but not sure (I have been self employed for 20 years so quite out of the loop here).
She has had no issues at her current workplace but over the years it has gained a reputation as being a fairly toxic environment so she is looking forward to leaving. Hope someone can help!

I would contact the hr person and ask for a statement of service. Or failing that, ask a friendly co worker for a reference.

Thank you! I didn't think anyone would see this post. I will pass your advice on.
I have emailed her the Gov guidelines concerning withholding of references and hope she will discuss this with her new employer. She is a very capable person but struggles with asserting herself, I only wish I could help more!
