High Rise new buildings of flats (specifically in Central London)

The ones with lots of glass - can you actually open the windows?
On a train and looking at them and not a single one of the numerous, possibly 20 storeys has a window open even though it's a warm sunny evening.

You had no answers & I was curious so I went on a trawl of Zoopla for central London flats for sale. There was one flat where I could definitely see window handles but not all.

This one has a weird bit in the top of the middle bedroom window but they really don’t look like they open do they? Even if they had air con that would make me feel claustrophobic.
