I think they said during the Jubilee that a lack of ceremonial duties during lockdown meant that a much higher than normal proportion of the horses were newbies.

So they weren't keeping each other calm as they usually would.

That makes sense. They didn't seem spooked to the same degree during the funeral. Maybe it's the rain!
