Well that article has confirmed to me that Sunak gave him time to craft a long response and do a deal and agree timings with the Telegraph.

It is also extraordinary to think that if he has not been found guilty of bullying as he claims why he has resigned at all?
Surely if the report is as anemic as he claims surely Sunak would have been able to keep him on?

Absolutely Notonthe. A deal was done. Raab agreed to resign if he could write a toxic resignation letter, and the DT article. And Sunak said he would big him up in his acceptance of resignation letter.

The PM’s letter to Raab contains a very puzzling statement that the “historic process” for investigating the deputy PM’s conduct contained “shortcomings” that “negatively affected everyone involved”. Who is “everyone”? What on earth does this mean?

What gets me is... Raab was told his behaviour was not right, but he wouldn't accept it or change.

The article, the bits of the report I'm hearing, and his resignation letter tells me everything I need to know about this man.

Sunak excuses him totally.

On a separate occasion, the DPM referred to the Civil Service Code in a
way which could reasonably have been understood as suggesting that
those involved had acted in breach. This had a significant adverse effect
on a particular individual who took it seriously. The DPM’s conduct
was a form of intimidating behaviour, in the sense of conveying a threat
of unspecified disciplinary action, and was experienced as such. He did
not target any individual, nor intend to threaten anyone with disciplinary
action. However, he ought to have realised that his reference to the Civil
Service Code could well have been understood as a threat.

Funny that he liked referencing the Civil Service Code to juniors but is not such a big fan of the Ministerial Code.

The report mentions that "The DPM has been able to regulate this level of ‘abrasiveness’ since the
announcement of the investigation. He should have altered his approach
earlier."

Funny that this change in behaviour didn't start after the female employee compained in 2007 - he clearly can control his "style of management" but only when it suits him.
