WTAF. I think I'm going to admit defeat with this game. I just can't get it.

I was thinking policy or vehicles. Wilful misdirection if you ask me!
The only thing I can think from the picture is that it's related to some TV or similar show. A few of the earlier games have used, to me, incomprehensible associations which have had similar basis.
