Neighbours dumped shit in communal garden

Hello

My horrible downstairs neighbours dumped a mattress and a load of old wood in "their" section of the communal garden. It's been there months.

The council won't help.

Should I get a man to disappear it in the dead of night?

Or should I cut it into tiny pieces and post it through their letterbox?

Other suggestions welcome. They will not be amenable to a polite conversation so I have not raised it with them.

A man in the road opposite to me has dumped rubbish outside the house of someone in our road (T junction) he has form for this. Obviously doesnt want to get rfid himself or have it in his garden. I am planning to give it back to him under cover of dark.
