Council parking ticket twice in a day?

Can you be fined in the same 3 hour period when the car hasn't moved? This is a permit lapse issue nothing very exciting and no yellow lines etc.
2 tickets on the windscreen one at 10.30am and one about 12. Same day!!!

Ask the council for clarification. They're not all the same, so a forum won't be able to advise you.

I'd assume not as the ticket cost covers much more than a days parking.
