Reporting a driver who may not have passed test

Call me a grumpy old git but the friend of one of the neighbours speeds up and down our street at all times of day and night which annoys me as if is. I overheard a conversation in the garden recently that the driver of this car hasn't actually passed their test. I don't want to maliciously report them if it is untrue but the way they speed they are going to hit someone soon. Would you report to the local police if you did not know for certain?
