Is it one that's already been opened and used? If so it has probably got dried stuff round the lid and made it stick. Turn it upside down and stand it in a jug of warm water. That should help to unstick it.
If it is a new bottle, put some rubber gloves on and try again. You have to push down hard as well as twist, like you do with medicines or bleach.
