Pugs, can we 'fix' a breed?

Just out of curiosity. I have no inclination to go off breeding any animals.

But reading this:

And thinking, we've managed breed in such terrible issues, that is it possible to do the reverse? To breed them back out again and return the pug, and probably many similar breeds to a more healthy, well rounded animal?

Or is it case, of once you breed in the 'desirable' faces, tails and sizes, you can't breed them back again, that they're lost?

If you could restore a breed, how would you go about it - introduce a different breed - a complete different one or a relative(not a biological but close in breed type) with the traits and create pug2.0, with it technically no longer being a full pug. Or would you have go hunting for the best potentials for desirable traits, and hope they carry them forward?

How long would it take?

Is anybody trying to do this? I suppose is it even fair...is it 'better' to let pugs die out as breed, than breed the least unhealthy dogs out until it reaches what we'd consider a healthy dog?
