Company blocking pavement with huge equipment - who to report to??

There's a catering equipment company close to my home that I walk past every day. It's on a side street, but still fairly well used. Without fail, every single day they have huge amounts of their equipment (industrial sized ovens, etc) out blocking the pavements whilst they hose them down. Sometimes they're not even hosing them down, the items are simply there. Sometimes left overnight. Across from the company is a kind of a small forklift truck and mountains of rubbish. It's absolutely filthy. There's an old ice cream display fridge that's been there for weeks.

The reason I would like to report them is that they are blocking the dropped kerb that is needed for mobility scooter users, and pram users. I'm uploading a couple of photos that I've taken today to demonstrate how the equipment is taking up the pavement. I hope there's nothing identifying in the pics as to location. This first pic is actually the pavement opposite the company!

Can anyone advise me on which section of the council to report this too please? Or if there's any other body that would be relevant.

The police. Causing an obstruction on the public highway or footpath is an offence.

Your local Council. Might also be worth reporting them to your water company as hosing down ovens is a big no no!

Thanks. Never thought about the police. It is so disgusting down there, all the sludge from their cleaning of the equipment.

Have reported to the council and sent the pics via email. Had a response acknowledging and saying they'll be in touch if more information needed. I have a reference number so at least I'll be able to find out if anything happens with this. I happened to be passing last night and it was even worse, they'd actually blocked almost half the road on one side.
