Help me understand, techy people

The EUs new Digital Services Act seeks to force big tech companies like Twitter, Facebook etc to actively deal with hate speech, disinformation etc on their platforms and threatens fines etc if they don’t comply.
what I don’t understand is: how can the EU control what a US company does in a sphere where there are no borders I.e. on the www? Are they only talking about content posted by someone located in the EU? Or someone reading / offended by it in the EU? If an American anti-vaxxer is posting bollocks on an American site eg Twitter, aimed at other Americans - where does the Eu get involved?
How does this work?
