civil service application: behaviours and personal statement

I'm applying for a HEO role in the civil service, and have drafted my responses to the Behaviours listed, using the STAR approach. However, these are my best examples so do I include them again in my personal statement or do I use a second-best example here? It's my first CS application and I want to get it right.

I thought these behaviours were more for general details of your skills (albeit not vague) and a move away from competency based examples, which are visited more during interview? I might be a mile out, mind you...
