humanitarian help - where gets most help for money?

there will be many people displaced.
I want to donate, but want my donation to make the most difference on the ground.

thinking of msf, red cros - practical on the ground help.

I have friends in that line of work who say International Rescue. Several of them say not MSF as too much gets absorbed in admin, advertising, offices etc. IR takes the money directly to where it's needed.
