Can you refuse a witness citation?

DP has been cited as a witness in a case against our neighbour who was arrested on the street a couple of mi the ago and tried to fight off the police.
Can he refuse to give witness? giving the reason that these neighbours could make our life absolute hell if they get pissed off that we're giving evidence against them and I wouldn't put it passed them.

I'd be worried it would be considered contempt of court as that's a crime itself. You could call the cab and ask

Has he given a statement to the police? If he has and this is a witness summons from the court then he can speak to witness care and request screens. That would prevent the defendant seeing him although the defendant would still know his name.

As @Wisemensay said... Did he give a written MG11? If so (and assuming you're in England or Wales) then he can be called as a witness. If he fails to attend court he can be summoned.
