rainwater dripping through house onto cooker

hi, can anyone advise on this, mainly time scales for council to repair.
posting for a friend btw

the issue is when it rains heavy water drips down the boiler flue andonto the floor in the boiler cupboard (runs along the pipes so cant catch with bowl) it then runs along a steel lintel and drips down onto the cooker and its dirty brown water
its been reported numerous times over the space of a few years but the council dont do anything just keep saying they will get someone out

now we are having this heavy rain its pretty constant and shes having to use pans to catch some of it but it means now she cant get to the cooker or use it as water is dripping down onto the hobs
is this classed as emergency or do we just have to keep waiting
she has 4 kids at home and a dh so using the cooker is a nessecity
