What is this '80s song?

I have almost nothing to go on, I''m afraid but it's driving me crazy.

I think it's an '80s song. It's very upbeat and sounds like it'd be used in a parade or dance scene at the end of an '80s movie.

I can't remember any lyrics, only ooh ooh ooh ooh ooo ooh, or something like that. It's sung in a slightly stacatto style and the male singer reminded me a little of Billy Joel.

I know it's probably a lost cause but it's driving me crazy.

Any ideas would be appreciated.
