Builders left bags of rubble on scaffolding several days - is this allowed?

Hi all, I'm in rented property. Builders came and left 5-8 bags of rubble (they are removing plaster type stuff from the front of the building) on the scaffolding and have left it there for about a week. It is heavy plaster chunks style debris that clearly needs taking to the dump.

Is this legal and safe? It's first floor scaffolding and a pavement beneath. I'm a bit worried the bags or debris within may be risking the public walking under. Thanks.
