Which has a better commute time/ experience?

There is way less going on in Harpenden for sure.

I personally think at Albans gives better quality of life but if I found a stunning home in harpenden (and there are tonnes) I would def live there

Harpenden considered nicer, and house prices are higher. Schools are also more consistent.

Also St Albans being closer to London obviously has a slightly quicker commute (about 6 minutes) presuming you mean to central London?

St Albans slightly closer to London as stop after Harpenden. St Albans is bigger and more diverse, in terms of population and housing. St Albans has a large park, Abbey, twice weekly market, popular with families moving out of London due to similar cafe culture. Has an independent cinema and generally busier.
Harpenden is a smaller town less diverse, probably less choice of affordable housing ( St Albans is expensive too.). Harpenden is quieter and smaller high street. Has leisure amenties as well, parks, leisure centre etc. All the schools in Harpenden are very good, most in St Albans are. In most areas of Harpenden, you can walk to the station, people get to know each other
The vibe is slightly different in each, so would depend on what you are looking for.
