How did you make dcs 18th birthday special on a budget?

Dds 18th birthday next month, she's said she doesn't want "stuff" she wants a fuss made of her. When the dc were little I knew what to do, but not quite sure for an 18th. I was thinking balloons (not bought her any since she was younger) maybe a meal out- funds depending. What other stuff can we do to "make a fuss"?
Thanks

Breakfast in bed, a photo book from somewhere like Photobox doesn’t have to be too expensive as they often have deals. The book could cover right from when she was a baby. Not sure if your dd would like something like that.

For my 18th my parents threw a surprise lunch for me with family and friends. Could you do that at home? Or do a string of things across the week - pay for a small meal out for her and her friends, do a buffet with family at home, take a sunrise/sunset trip to the beach for fish and chips or a BBQ on the beach with fizz and cake

Could you plan a day for her where you have an open house? Friends & relatives could pop in and have a drink & some nibbles with you all and she would feel fussed over.

Surprise her with a day out at a theme park, museum, cinema or art gallery. BBQ in the garden etc, a night disco party, cupcake and film evening, dinner out at a nice pub or restaurant are other options.
