I would ban the distribution of flyers, catalogues etc both to people’s houses and inside newspapers and magazines.
I would still (graciously) allow them to be printed and displayed in shops etc, so those who want them can pick them up. Or you could explicitly ask a company to send them to you. But routine distribution to people who don’t want them and won’t read them is a huge waste of resources and a massive annoyance. So it’s banned.
