Calls blocked after 999 call

I made a call for an ambulance earlier, after this my mobile blocked me making further calls for two hours. The reason for this is in case the emergency services have to call you back. Is there a way to disable this as it is very dangerous. If the wait time for an ambulance is too long you would be unable to call a taxi or a friend to take you to hospital.
If anyone knows if is is possible to turn this feature off please let me know.

They unblock because some people have withheld numbers blocked and I don't think it can be done just for that so they unblock all call blocks.

If you can wait up to 2 hours for an ambulance so you want to call a taxi or friend to take you then you shouldn’t be calling an ambulance in the first place.
