Is it safe to store a fresh chicken and a packet of lamb chops each sealed in their own plastic wrapping in the vegetable drawer at the bottom of the fridge?

Do you not normal have meat in your fridge?

Yes that is perfectly safe, they aren't going to spontaneously combust.

I always use the bottom drawer for raw meat fish etc as it can't contaminate any other food if it happened to leak.
