Is it ok to use an electric toothbrush on my dc who is 4 months away from turning 3?

I'd say so
Probably regarded as a choking risk and that's why it says age 3+. If you are doing the brushing then it should be fine
You get soft brush heads

I thought it may be something to do with the gums so wanted to check

He will no doubt want to do it himself but I'm not worried from a choking perspective

Yes. But get a child sized head for it. It’s smaller and gentler
Also continue with using a manual brush as child may forget how to use one if you only use the electric brush - maybe alternate each time you brush
