Do I need to pay a congestion charge?

I'm a bit confused

I drove from Oxford to SE13. I'm unsure whether I need to pay a charge or not and it's not clear online? Something about a ULEZ charge but not sure even how to pay this

Only driven there today but how do I find out if I need to pay anything and if so, how?

Did you drive through the congestion zone? There's big Cs in red circles in the road. Probably not.

As for ulez, it depends what vehicle you drive. You can look it up in the TfL website.

The transport for London website has all the info you need, it's easy to use. For the Ulez you can put in your registration and it will tell you if you are exempt. It tends to be older diesels which have to pay.
