Does messenger only say the last seen if you've been on there or if been on Facebook

I've messaged someone and it says they were last seen 14 hours ago. Does this mean the last time on the messenger app or just the last time on Facebook? It's a childminder which seemed all keen and now hasn't replied, but I know it's half term.

Oh my message was sent a few hours before they were last seen and we'd previously messaged
