Anyone good at Covering Letters for job application?

I’m half way through applying for a new job as my temporary contract ends in March and I want to find a new permanent role before then.

The application involves uploading my covering letter and it has to address all Essential and Desirable traits point by point.
With the list of skills, experience, qualifications etc it would make my covering letter about the equivalent 4 pages of A4.
This seems too much. Am I reading this incorrectly? I’m giving specific examples of when I did xyz, blah, hoping to show where I meet the essential criteria.
They also want a CV uploaded which I intend to keep simple and will reflect Education and work history only.

Do employers really want to wade through wordy stuff ( even if bullet pointed) or am I misinterpreting what is required.
Must add, I haven’t applied for a proper job in 30 years. I’d retired from a public service role and this is a bit new.
