What is this dripping pipe?

There has been a pipe that sticks out of my upstairs neighbours attic dripping water for ages now. It used to do it on and off but it's like a constant stream now.

Does anyone know what it could be or what might cause it?

I think it might be the boiler overflow pipe. Chap their door in case they haven't noticed.

What would they need to do with it? I feel bad adding to my neighbours stress, she's going through a nasty separation and her kids are absolute riots so I'd rather go to her with a solution than just the problem?

She's possibly raised the pressure on the boiler and not turned the key off properly. It won't just stop whatever it is.

Yes, overflow pipe from tank in loft. Just needs a new ballcock. We had a new one a couple of years ago - cost £70. Better that than leaving it and then the overflow pipe can't cope and water starts coming through the ceiling.

Piglet John is the person to ask. I reckon its a tank overflow and needs a new ballcock but am no expert.
