Steamer help

I have an electronic steamer. It came with a black plastic cup that you put into the bottom part of the steamer. It's supposed to sit around the numb.

I can't find it. My mother has a habit of throwing out stuff that's not hers.

Could I use the steamer without the cup

No isn't that where you fill up the water?
