Can cotton every be stretchy (underwear related)

I bought some own-brand ladies' pants from Debenhams (online obvs.). They were advertised as 'cotton rich'. They have arrived, but they seem to be microfibre (sheer, thin and stretchy). The label on the pack - and the one sewn on the pants - says 95% cotton, 5% elastane, gusset 100% cotton. The gusset is exactly the same material as the rest of the pants and they don't feel cottony at all.
I've asked to return at Debenhams' expense but they said they're not faulty, they're definitely cotton so they won't cover the return postage.
Have you ever come across cotton that feels stretchy and shiny? I can't wear non-cotton pants.
I think I'll just donate to charity but I'm a bit miffed.
