Smoking on the front step

I don't smoke. Both my PIL do. They both smoke outside. At their own home they have a little shelter in the back

When they come to my place, if it's raining at all they want to smoke on the front step so they can shelter a bit (under porch)

I absolutely hate this. Can't explain why, I just think it looks terrible, They think it's hilarious that I care. I can't explain it, I just hate it. Would it bother anyone else

I'm with you. They don't mind and seem to delight in your agitation so make yourself busy elsewhere.

My DM smokes. Not many, but when she comes back in it's a disgusting smell.

No, it wouldn't bother me what the neighbours think. Presumably if you ask them not to then they'll stop coming - smokers feel more relaxed/happier when they know they're not social lepers. Yes, it's a dirty habit but they obviously don't want to give up so I'd just go with it and stop looking.

They are welcome to smoke in the back. It's also not "what the neighbours think".

Maybe It's stuck in my brain from when I was a child! I honestly can't explain why, just hate it.

I do think part of it is laziness on their part. Front door is closer to the living room

Why not ask them to smoke in the back then. Though I can't see the big deal unless you are someone that looks down on their neighbours and therefore assume neighbours look down on you.

Yep - it's a dirty, smelly, dangerous (for the smoker and those around them) and selfish habit and it's unreasonable for any smoker to expect others to accommodate it

I honestly don't care what the neighbours think. They are all nice people.
