Colouring pencils recommendations please for "stained glass" books please?

It's for my disabled ds, can't be felt tips or anything wet as it would leak through the paper.

Would like some soft pencils with bright colours but bought various sets and although they have bright look on the outside of the pencils, they aren't that bright on paper.

Any recommendations?

Prismacolour seem to get good reviews

Faber Castell and Caran d’Ache have always been “gold standard” but pricey

For the price, WHSmith are excellent (the artists pencils, not the 'ordinary' ones, although I haven't used the ordinary ones, so they might also be good).

Faber Castell Polychromos are great for vivid colours
