Is this just irresponsible dog ownership?

To let a dog run over somebody else's driveway, take a crap and then just walk off without clearing it up.
I'm just baffled that somebody thinks its OK to do this repeatedly!

Get a camera and then post the photos on your local NExtDoor website and local Facebook websites to shame them.
