Lost Royal mail item.. Who is correct?

Hoping someone can help me regarding an item purchased on Ebay. The seller has sent it via royal mail two weeks ago but when I track the number it states it is still at the sender's Post office, not in transit. Assuming this item is lost, am I entitled to a refund? It was paid via PayPal.. & 750😭. Thanks in advance

Update : I've now lodged a claim via eBay. I tried without success to get it sorted with the buyer, but she still believes that it's up to me to track down the parcel. You just can't reason with some people, so its now over to ebay to sort out. Thanks for everyone's input and advice.

eBay rules are that the seller is responsible for getting the item to the buyer, so if it hasn't turned up the seller will have to refund and claim it from the post office.

I also had a parcel go missing for three weeks and then mysteriously drop through the door last year! The seller had definitely posted it and sent me a photo of the postal receipt, when you checked the online system it seemed to be stuck somewhere too. I hope it turns up in the end.
