This has been an issue since i bought my flat four years ago. Ancient tenement building and the toilet takes ages to fill up. About 2 hours now but I'm sure it was less when i moved in, tho still a long time - its more noticeable since my partner moved in and theres two of us using it. Also the bath taps barely run. Fantastic water in all other taps in the flat. Has anyone had experience of this, what could be causing it and most importantly how expensive is it going to be to fix!

Do you live in a hard water area?
It could be the outlets of the piping furring up.

Taps can do this and reduce the flow rate - you can take the middle part out and give them a brush clean in warm water.
