How would you keep flatmates quiet?

My ds lives in a shared flat with two other guys. They’re mid twenties and early stage professionals (lawyer/lecturer/diplomat).

My ds is sociable and very clean. Flat mate 1 is also clean and sociable. Flat mate 2 is fairly clean, but extraordinarily extroverted. He constantly has people around the flat for drinks.

Not really an issue for ds and other flatmate as they all get along well. The problem is, flatmate 2 has an extremely loud voice which carries. He also insists on putting music on very loudly.

It’s not the noise for ds himself, but he doesn’t want to annoy the neighbours. Even though they’re purpose built flats, the neighbours must be able to hear things. They’ve only just moved in so no noise complaints yet but ds is dreading one coming.

Flatmate 2 will quiet down a little when told but soon starts to raise the volume again.

Your son tells him straight that he has a booming voice and it’s not fair to neighbours to be a nuisance with loud music and a booming voice.

no I’m serious. unless your son has additional needs or something, then obv understandable you’d need to help him navigate normal adult life

They are adult men who are all in professions where they need good people skills, so let them deal with it.

He's old enough to sort this out himself but as someone who has lived in flats for years the booming voice and music would get on my nerves as a neighbour
Some flats are better than others for noise. The newer built ones often have worse sound proofing
