DD's 9th birthday party dilemma

DD2's birthday is fast approaching and I am completely out of ideas. I know she would like a quiet and low key celebration with one or two good friends as she dislikes big parties. The problem is DD1's (11 years old) birthday is 2 weeks before hers. DD1 is very popular, has a huge party every year and then her friends will arrange little surprises/ send treats etc so it ends up a multi -day celebration every year. DD2 is very comfortable in her own skin but I know she wishes to be a bit more popular and unfortunately the two dates being so close encourages direct comparison and upsets her. I want to make sure she does something really special.

My budget is around £250 for 5 people. DD2 loves art, musicals, cooking, museums and nice restaurants. My original plan was dinner and a show but I cant find anything which DD has not already seen in budget. Help please!

For one of mine we did a chocolate making party, which went down well. Is there anything like that near you? For example: www.thechocolatemuseum.co.uk/ does parties

My dd also did a chocolate making party at that age and loved it, the year after was a party at Lush which also went down well
