Debts and loan repayments Penalties

Please can someone tell me what this means on my universal credit account??

I have had no written communication regarding it in my journal or via the post so I am very scared.

Do they use the word penalties if there has been an overpayment?

Or is it just if they suspect fraud?

I seriously am so worried, I have no idea what to do.
