If a person feel they have been involved in major crime or done something else bad.takes pictures to prove they have done certain things. Keep receipts to prove they haven’t stolen anything.

It doesn’t exactly sound like OCD but certainly something is going on. Do they have a specific belief about what they have done? Do they think anyone in particular is after them? How are they otherwise? How old are they?
