Open University with incomplete degree

Hi all,
My DP left university 4 years ago mid-way through his second year. He regrets this bitterly and would like to complete his degree with the OU. We are in a position where we could afford for him to work PT and study FT (approx 30 hours of study a week, I believe?)
Does anyone know if the OU will accept his Certificate gained from completing first year, or will he need to do the whole degree from scratch again?
Also, will he be able to get a loan for the tuition? He already has student loan debt from uni the first time round, which isn't ideal I know. If so, will the amount he can receive depend on our household income? Sorry for all the questions...
He's emailed the OU with these enquiries himself, of course, just wondering if the collective wisdom of MN had any thoughts.

There is a credit transfer process at the OU, so it's likely that the degree level work he has already done will count towards his new degree. This assumes the content is broadly similar, so you do need to wait for this to be officially evaluated. Another alternative might be that he could use the credit for an Open Degree, where the range of what would be accepted for credit transfer is broader.

He will be eligible for at least some student funding as he didn't complete his degree. Depending on how much funding he's already had, and how long the new degree will take, it may not be enough to cover everything.
