My daughter is 19 and has extremely small boobs.
She is very self conscious about it and I'd like to take her to be fitted for a really good push up/padded bra.
I wondered If anyone had a recommendation for the beat place to go for this as I only ever really think of this being needed for the bigger bosomed ladies.

Has she measured to get an idea of size?
Under bust measurement = back size
Over bust measurement - under bust measurement gives cup size (each inch increases the cup size)

Could try Little Women. They carry AAA on up, very beautiful bras for smaller busts. Their website models all have small busts too so you can see still very nice. honestly nothing wrong with small breasts..push ups and padding can be uncomfortable and actually make you less attractive than simply embracing your own body.

Such a shame she's feeling like this about herself at the moment.
Is it really about her size or is she struggling in general with her self image?
Not what you asked for in your op I know, it's just that small boobs look so chic and there's so many styles of clothes that will suit her more than someone with bigger boobs.
There are also many, many women who really rock that particular physique - most top fashion models for instance. Plus she'll have the absolute luxury of going braless if she so chooses to.
But if that's an angle that hasn't helped her then absolutely a good fitting bra is the next step; M&S are always good and sensitive to the customer.
If you are in London and on a larger budget then there's several lingerie boutiques/ specialist shops that spring to mind - Agent Provocateur for example.
I know the grass is always greener but I always think smaller size bras look amazing and very pretty.
I hope your DD will feel happier soon!

Measure at home and don't add any inches
Don't get fitted by M&S
Go from there

Primark actually have some great padded bras which I bought after DD came home crying that her boobs were too small so we jumped in the car and off we went and ended up in there first and they were a great fit.

Thanks everyone.
Yes it is very sad that she feels this way as she is a beautiful girl with an amazing figure and is more importantly talented and kind. She is a dancer so huge boobs would definitely not be great but she is really underdeveloped as I also was. She has even managed to put on some weight which has just gone into her lower half which looks great but no change to her boobs.

I was also tiny untill I got older (and fatter) Hmm but had breast cancer at 27 so ended up with some good reconstruction and thus larger breasts.
She is currently being tested for the BRCA gene which she has been very brave about bless her

I can't say I'd know where to go to get measured other than M&S. I'm sure she could measure herself- youtube will have a tutorial on it.
Matalan and Primark have a good selection, get her to look at different styles like bralettes or stretchy pullover types. Sports bras are usually comfortable and would be good for her dancing.
