What can we do

DM has dementia. She is getting worse by the day.
She has 3 children who all have POA for health and finance.
Son 1(64) lives about 4 miles away he has spleen cancer and other health problems. Has a wife, children and grandchildren.
Daughter (61) lives about 15 miles away she has breast cancer and other health problems. Has husband, children, grandchildren and Mil.
Son 2(52) lives within a mile from her he has no health problems. Single has adult children who he doesn't see very often.
That's the scene.
Son 1 and Daughter want either carers go in or DM needs to go into a home. She has plenty of money to pay for either.
Son 2 is adamant that she stays in her own home and no carers are to go in.
He is making the other 2 feel guilty in not helping to take care of her.
As it's 2 against 1 can or should we over rule him. We are trying not to fall out about this situation.

You're going to have to overule him aren't you? It's pretty clear. Unless he's going to go in and look after her, which I assume he's not.
