Can a beaver do cubs badges?

Child wants to earn skating badge which is a cubs badge. She is 6 and a beaver. Its normal for us to do some of them at home but not sure if she can do cubs ones as a beaver. Does anyone know?

No, unless it is one of the staged badges - I think first aid is one of those for example
