I want to abbreviate Terms and Conditions. Is it...

1. T & C apply
2. T & C's apply
3. Ts & Cs apply
4. T's & C's apply

I'd use Ts & Cs. I suppose apostrophes might be deemed to stand for the missing letters but you run the risk of people thinking you are using them as grocer's apostrophes, and you wouldn't want that, would you?

No apostrophes at all. They are plurals.
