Witness signed all the passport photos

It says one to be signed out of the two required for passport application. I’m going to have to get more printed aren’t I?

I wouldn’t have thought it matters as long as they’ve signed one.

No. It's fine to send them both signed. In fact I used to choose to do this just in case (in case of what, I ask myself now, and I have no idea)

I did this accidentally once and the passport office sent them back!
I do t understand why it matters, personally, but them's the rulez so follow them.

Good chance they'll get sent back so I'd get more printed.
